Monitoring, Control and Survillence Section

This Section will perform the following activities:

(i)           Strengthen collaboration with relevant Regional and International Institutions in combating Illegal, Unreported and Unregulated (IUU) fishing and trade;

(ii)          Coordinate and facilitate harmonization and implementation of fisheries management measures of the highly migratory and straddling fish stocks in the high seas;

(iii)        Coordinate the implementation of FAO code of conduct for responsible fisheries;

(iv)        Coordinate and monitor the implementation of the regional plan of action to prevent and deter illegal, unreported and unregulated fishing and trade;

(v)         Cooperate in resolving transboundary fisher conflicts with countries bordering the high seas;

(vi)        Implement relevant regional and international protocols and treating for the protection;

(vii)      Coordinate and implement port state measures as agreed under regional fisheries management organizations for a control of foreign fishing vessels;

(viii)     Monitor and coordinate transshipments of fishing products both at port and at sea;

(ix)        Develop and implement sea observers and fisheries inspectors programmes;

(x)         Enforce long-arm jurisdiction in fisheries matters and crimes connected with the fishing industry;

(xi)        Enforce ofLusakaagreement on illegal trade and other protocols

(xii)      Undertake high seas monitoring, control and surveillance (mcs) activities and ;

(xiii)     Monitor fishing activities carried by foreign fishing and transport vessels.

(xiv)    Formulate and Review fisheries legislation;

(xv)      Undertake inland and inner water patrols to curb  illegal fishing practices;

(xvi)    Facilitate and Monitor Revenue Collection as well as collect export royalty;

(xvii)   Conduct surveillance and enforcement of the fisheries legislation in collaboration with relevant agencies and communities;

(xviii)  Facilitate the arrest and Prosecutor of Law defaulters;

(xix)    Promote and Implement protection of fragile ecosystems or critical habitats, processors and conservation of biodiversity;

(xx)      Coordinate and monitor the Implementation of the National Plan of Action (NPOA) for the management of fishing capacity;

(xxi)    Coordinate and Monitor the Implementation of the Regional Plan of action to Prevent and deter Illegal, Unreported and Unregulated Trade across borders to neighbouring country;

(xxii)   Monitor and control cross boarder trade;

(xxiii)  Promote protection of vulnerable species, endangered and threatened Living Aquatic Resources;

(xxiv) Coordinate and facilitate the implementation of National Fisheries management measures to combat illegal fishing practices;

(xxv)  Improve licensing mechanisms by issuing specific guidelines in key fishery; and

(xxvi) Improve export royalty collection through the review of various fees and royalties, identification of new revenue sources and ensure effective control of the royalty collection systems.

This Section will be led by an Assistant Director.
